North Central Release Destinations

North Central can end a Ritchie County custody episode in several ways. A person may leave for the community after bond, dismissal, time served, sentence expiration, or another court order. Someone serving a state term may leave incarceration on parole or mandatory supervision. In other cases, the person leaves North Central because WVDCR moved the person to another institution or delivered custody to another county, the U.S. Marshals Service, ICE, or a different sovereign.

The destination matters as much as the date. A movement record that says transfer, DOC, USMS, detainer, or another facility means the North Central episode ended, but not necessarily all custody. A release to parole also differs from a full sentence discharge. Ask for the actual date and time, method of discharge, and receiving agency or destination category. Those fields provide a much firmer answer than a name that simply vanished from a live screen.

Confirm a North Central Release

WVDCR uses separate public searches for regional jails and state prisons. Begin with the jail search for a recent Ritchie County booking at North Central. A current match establishes a jail-data entry, not release. Save the OIS number, booking details, charging county, and case reference. If the person is absent, check prison OIS next. A felony commitment can move someone from the regional-jail side into the sentenced population at the same complex or a different institution.

1. Search the WVDCR jail system by precise name and OIS number when known.
2. Compare the facility, birth data, charging county, and booking details before accepting a match.
3. If no jail record appears, search the separate WVDCR prison system for a transfer.
4. Check West Virginia VINE for the exact person, agency-fed status wording, and event date.
5. Use the Ritchie court order to confirm bond, dismissal, sentence, credit, or revocation.
6. Call North Central or request the release and movement fields if those sources conflict.

The WVDCR disclaimer warns that online information may not reflect the true current location, release date, or status. Read every date label literally. North Central Release Record Access

WVDCR owns North Central booking, movement, and release records. The Ritchie County Sheriff makes arrests and performs transport and court-related work, but does not operate this jail. Direct a request for the North Central custody transaction to WVDCR. Direct a request for a sheriff-created incident report to the Sheriff. The court clerk is the source for the filed order behind bail, dismissal, sentence, jail credit, probation, or revocation.

Policy Directive 142.00 identifies public offender information that can include commitment and release dates and times, method of discharge, release destination, transfer destination after the fact, OIS identifier, institution, sentence details, time served, jail credit, projected minimum discharge, actual release, and the file photograph. Exempt or confidential material can still be withheld or redacted. A narrow request improves the odds of a useful, prompt response.

1. Name the person and provide date of birth or OIS number when known.
2. State the approximate booking or release dates and identify North Central and the Ritchie County matter.
3. Ask for the booking sheet, release date and time, disposition, and movement destination sufficient to distinguish transfer from community release.
4. Request electronic copies, ask for an estimate before reproduction, and seek nonexempt portions if part of the file is withheld.

Under West Virginia Code §29B-1-3, a request must describe the records with reasonable specificity. The custodian must respond as soon as practicable and within five business days, excluding weekends and legal holidays, by furnishing the record, setting an inspection time, or issuing a written denial. A large production may take longer after that response.

North Central Records and Contact

Call before traveling. No official source located publishes a fixed release schedule, release door, public waiting area, property-pickup procedure, weekend guarantee, or public transportation plan. Facility staff can clarify current physical-release logistics, but the WVDCR records route remains the formal path for a historical release transaction.

Ask for a newly published email or portal before mailing. Ritchie court contacts should be used for the legal order, not for WVDCR's jail transaction.

Note: The official directions place North Central near the Stone Valley Road exit from U.S. Route 50, but do not establish transit service.

North Central Regional Jail Role

North Central is a regional jail and correctional facility operated by the West Virginia Division of Corrections and Rehabilitation, Bureau of Prisons and Jails. WVDCR lists Ritchie among eight counties served. The complex holds pretrial felony and misdemeanor detainees as well as sentenced populations for the multicounty area. Its correctional-facility role means that one physical complex may be associated with different legal stages and search families.

That mixed role makes careful search selection vital. A recent Ritchie County detainee belongs in the regional-jail OIS path. A person committed to WVDCR's sentenced-prison population belongs in the prison OIS path, even if the person remains at or later returns to the same complex. A change in search category can be a transfer, not a release.

Why North Central Serves Ritchie

North Central opened in August 2001 at Greenwood in Doddridge County. Its regional mission explains a local records pattern that can otherwise seem contradictory. Detention and physical discharge occur at Greenwood, while the Ritchie County criminal case remains with the appropriate Magistrate or Circuit Court in Harrisville. The jail county does not replace the charging or sentencing county.

This history also explains why searching for a jail physically named for Ritchie County fails. West Virginia centralized adult detention for the service area. The Sheriff's lack of a jail roster is not proof that the record is missing. WVDCR holds the custody data, and the Ritchie judiciary holds the case data. Those sources need to be combined for a complete release account.

North Central Ritchie Court Records

North Central's release transaction answers when the facility ended custody and where the person went next. The Ritchie County docket answers which court event authorized or followed that change. Magistrate Court handles misdemeanors, bail, and initial felony proceedings. Circuit Court is the felony court of record and handles felony dispositions, sentences, jail-credit orders, appeals, probation, and revocation.

Bond is a good example of the division. A magistrate can authorize release and set conditions, yet North Central still must complete identification, hold checks, and discharge work. After-hours judicial availability is not a promised exit time. A dismissal can also end the local basis for detention while another warrant keeps the person in custody. Pair the filed order with the jail disposition before drawing a conclusion.

North Central Transfers After Release

North Central has historically housed federal detainees under agreements noted in WVDCR reports. A federal pickup can end the regional-jail entry while custody continues through the U.S. Marshals Service. A later federal sentence may appear in the BOP locator, but a pretrial federal detainee may require the federal docket or the Marshals prisoner inquiry route. The BOP locator is not a source for a routine Ritchie County bond release.

An ICE detainer or pickup creates the same caution. ICE's locator is appropriate only when an immigration custody basis is documented. A no-result does not prove release or status. For a state transfer, use prison OIS. In every case, the North Central destination field should lead to the next agency rather than being treated as a final community address.

Call the service directly for current scope. North Central's role is to maintain the custody and discharge record, while each referral provider controls its own services. A referral entry does not alter the legal status shown by the court, WVDCR, parole, or probation record.
